Will we ever know if Matt Flynn is a franchise QB?

Should the reported trade between the Seahawks and Raiders go through, Matt Flynn will leave Seattle having not answered the question that accompanied his arrival:
Is he a franchise quarterback?
Flynn had just two starts in four NFL seasons on his resume when he signed a three-year, $19.5 million deal with the Seahawks last offseason. He appeared in just three games during his lone season in Seattle. And while losing out to a third-round rookie didn’t reflect well on Flynn, it seemed like less of an indictment after watching Russell Wilson’s brilliant rookie season.
So the jury is still out on Flynn.
